Question About the 11.3 patch??

i was reading that there is now an area of the game in which when trying to sign a player you can bribe them with wages when they do have an interest in joining you.

However i can not find this or get it to work?

Anyone know anything or have i been mislead? i read it on FMBase or a similar site.
