Work permit a mystery

Is there any pattern to how/when/why you can get a work permit for a player?

AND

Is there anything I can do to increase my chances of getting one? (like trying 100 times)

For a few players I ALWAYS get work permits (such as Nengomashe & Juan Carlos Arce). What is so different about them?

I'm playing in the English leagues by the way.

Its do do with % of games played, among other things. someone on here noted exactly what the specifics were for any player to attain a WP - so perhaps if you do a search, you'll find it??

And from what I understand from the another thread ( WP thread ), it may help to offer them a key player role.
