Now nowhere, as Brunei's FA seem to have run afoul of FIFA's non-government interference in football laws (so says wikipedia anyways), but if you're on FM 09 or 10 there's an option there. Not quite the same I guess since the teams are based domestically, but Singapore League currently has Albirex Niigata Singapore FC (or in FM universe Niigata Unicorns) who are affiliated with their Japanese namesake and play with mainly Japanese players and also Etoile FC who can only sign French players. There's Ottawa Fury in the PDL too. And FC Edmonton in the NASL/USL/USSF-2 whatever's it called now.
