No Budget In First Window

Basically I'm playing a game where I'm managing a few Prem teams. I didn't take budgets in the first window, but in the past budgets have always been allocated before the January window. About a month before a couple of the teams got budgets, but the others didn't. It's now two days before the window opens and the other teams still have no budgets. In past patches every team used to get a budget at this stage.

If I ask the board for a transfer budget, they always say they cannot afford it, even if they have in excess of £15m in the bank (I know it's not a great amount, but surely they could still spare a few million), and I can't edit the wage budget because I can't click on the button.

Is there any reason some of the teams haven't given budgets?

If you start with first window transfer budgets disallowed, not all teams will receive budgets in January. It depends on the club finances and the chairman's attributes, as far as I know.
