Getting better regens in Dutch leagues

I accidentally set the regen age for dutch leagues at 15 when I was editing leagues in the official editor. As a result I now get very young regens, which wouldn't be a problem in itself but their CA is also very low which means they won't become as good as regens from other countries. I'm already noticing in season 5 that it is getting too easy to win, because the quality of competition is already getting lower. Is there a quick way to fix this by using a program such as FMRTE?

Say I change the CA of a young regen player from 60 to 80 or 90 with FMRTE will his attributes automatically rise as well?

I did a little test by starting a new game and raising a random player's CA from 40 to 140 and his attributes changed immediately. However, when I try the same in my save in which I am in season 4 nothing changes in the attributes, not even after holidaying for a few months. Does anyone know what I am doing wrong and if attributes are indeed supposed to rise when raising CA?
