Is there any way to start as an U21 Manager?

I havent found a way, is there?

all you do is go to the nation you want to take overs youth squad and click take control

Yes it is possible. Here's what I do.

1. Pick a team that has players from the nation you want to manage

2. Dont click take control yet.

3. instead click on the nations flag which should take you to the international squad

4. Find the under 21 squad and select it and you should get the option to take control of the under 21's.

So for example suppose you want to manage the England u21 team. Pick for example Man United and instead of clicking take control click on the flag of an english player like Wayne Rooney and you should be taken to the main England squad. Click on the U21's and then there should be the option to take control.
