Why some are players in game are eligible for an EU passport but don’t have one?

I have noticed that some of the footballers in the game don’t have EU passports so I cannot sign them, but they can qualify for an EU nation passport if they were in another country like Italy or Spain where they have the requisite number days to gain a passport for that country but did not apply for one. Álvaro Recoba had spent more than 10 years Italy but does not have Italian passport so is classed as a non EU player and I only signed him on appeal. There should be a mechanism in place where by you can inform a player who qualifies for an EU passport to make them get the passport as you cannot sign them.

In a passed version I bought Georgi Kinkladze he was granted a conditional permit but once he signed he starts applying for a British citizenship and got a passport.
