How to Create International Tournaments on FM?

Hi,

Basically I am currently trying to put together a FM game comprising all of the Oceanic nations, just for the fun of it!

So far I have made American Samoa a playable league, added a cup and everything. I made a competition too under 'major international finals' for the South Pacific Games, and added every Oceanic nation to it as there are no Oceanic international tournaments loaded in the game.

This seems to have sort of worked- i.e. when I started the game as American Samoa manager I got this:

Although currently I am playing through the game on holiday and the tournament hasn't materialised. Do I have to wait till I make all the other nations playable before it works? Or is it impossible to create international tournaments on Football Manager.
