Clicks on the sliders

Hi,

I'm using the classic set-up to make tactics. I've noticed that there are 21 clicks (0-21) on the *Global* mentality slider, but only 19 clicks (0-19) on the other *Global* sliders. BUT on the *Individual* sliders there are 20 clicks (0-20) for all the sliders. I understand that the *Global* mentality slider has the two additional options of "Ultra Defensive" and "All Out Attack", but why are there only 19 clicks for the rest of the *Global* sliders? And why does this differ from the 20 clicks on the *Individual* sliders?

It's a boring question, I know, but it's bugging me as a like to determine each click as a percentage. i.e. My defender will have 5 clicks so that he is looking to defend 75% of the time and only make attacking decisions 25% of the time. So I don't know whether to have the 0 on the *Global* slider as 5%, 1 click 10%, etc.
