It's mentioned in the product description and I would like to know some details (I don't consider weather effects as a change in me unless it has an effect on the pitch. The 2d quality has improved again since last time around and you'll notice the stadium you're playing in reflects the size of the stadium - weather conditions are now also reflected. From a tactical perspective if you look in the tactics area you'll see you can now set player tactical roles so that your tactics are more responsive to what you really want them to do (however they're set to sensible 'defaults' if you don't want to use this added detail).
