Work Permit

Hi

I want to buy this 21 year old from Serbia , I got a scout report the scout says

That the players would probabley fail to gain a work permit is he defintely right , will he defintely fail to get the work permit ??

But What I am afraid of is that , I buy him for about 11m , then he joins my squad , and every time I try and play him , it says requires a WP

And I would have to send him of somewhere for 3 years .

Doesn't it usuall say on the news item,he has been refused a WP but can be loaned elsewhere for 3 years,if that happens,you could always cancel the transfer...
