Staff Wages: Can I bend the clubs wage structure?

Hello,

If I have spent nothing on Transfer fees or flash new players and want to build my club from the ground up based on a first class training\coaching and physio staff foundation, is there any way to break the wage limit imposed on me?

Seems a shame to be unable to sign top rate coaches over £200pw differences in wage demands and expectation.

I'm sure you can go into the boardroom and ask for an increase of staff wages?

If not I don't have a clue where I got that idea from.
