Steam Activation - can I not download and use disk?

Hey quick question that someone might know.

I have bought FM2011 from a retailer and installed it via disk and installed the patch.

The reason I do this is because I prefer the English version as opposed to the American version.

ie: If I download via Steam I get the American version, however we get the English version on disc in Australia.

I want to activate it via Steam, and did so successfully last year, this year though it keeps wanting to install via download which gives me the American version, the same happens if I use the disc to Install via Steam.

Is there a way to just activate it via steam now and it will keep the current version?

Or does anyone know a way I can change the settings so when I do download via Steam it gives me the English version.
