contract negotiations

Has anyone noticed this in the contract negotiations?

When I offer a contract to a player, the agent says the offer is acceptable and they will go and think about it. Then there is no news from them for like 1-2 weeks. Then they just flat out rejects my offer and now somehow the club won't accept the same bid that was accepted 2 weeks ago?

Oh and also the player says the contract offer was unacceptable and insulting even though I offered more than what my scout had suggested as a max wage.
