Loaning out players

Is it still a bad idea to loan out players to non-playable leagues or has SI fixed so that those players actually gain something on it? I have a few players i want to loan out but it's almost impossible to loan out players to clubs domestically if you're a big club in a small league. Very few domestic clubs even try to loan my players and when they do make an offer my players usually refuse. I havn't loaded any other league than the one i'm playing in either. I know that in previous versions of the game they didn't gain any CA/training at all from playing in non-playable divisions.
