Upgrading Youth Facilities and Youth Networking - Drain on Finances ?

Currently on a Man Utd save in March of my 2nd season and have just gone £5m into the red for the 1st time ever on any FM since the huge debts were put against the club.

In my 1st season i was losing roughly £10m a month which i expected. I have trimmed my wage bill down to £1.3m in the 2nd season and have not made any additional purchases using 48 month payment terms. I am now losing between £13m-£15m a month instead.

I have asked my board at the start of the season to improve youth facilities and youth networking. My question therefore is would this have an additional £3m-£5m a month worth of cost coming off of my finances every month?
