Work permits

Im playing as Preston North End i have jus been promoted to the EPL and im struggling to sign some players due to work permits, anthony annan work permit was rejected, a right back from croatia was rejected, a striker from brazil and argentina were rejected, they are international players and all willing to come, why was their work permit rejected and has anyone else had this problem.

I can roughly remember that the player had to have played over 80% of available International matches within the last 3 years. Or something close to that.

For young players, they are given work permits as an exception due to their potential I think.
