Hotfix and scouting

Since I downloaded the hotfix a few days ago, scouting assignments have gone to crap completely. Did they do anything to this aspect of the game not mentioned in the patch notes?

For example, prior to the fix, if i sent a scout out on assignment in England (where that scout has a full bar for, and where my team is located), his report list would fill up steadily the entire time... usually 50+ players or more by the time the assignment was complete... since the hotfix though, no more then 10, usually much less, like 3 or 4. Sending a scout outside of England, say Scotland, or Wales is an even bigger waste of time, they scouts usually find nobody, even after they are fully trained in that territory.
