Work Permit Problem

I just signed Javier Pastore on transfer deadline day in my current game and because the transfer was rushed through at the end of the window, although the work permit got turned down 1st time I didnt get the chance appeal so I just got the opttion to sign him without a work permit - which I did.

In FM2010 I would have immediately given him a new contract and then the work permit would most likely to go through however with the new interaction system I cant offer a new contract because the agent 'wont enter into negotiations so soon after signing a new contract'. I also cant find anywhere to apply for a work permit, meaning I have a £15 million pound player just sat there.

Is there a way I can apply for a work permit???
