Are you talking about when you're starting a new game? The database is still 11.1.0, if you go into the 'preferences' page the version number is at the top of the page, if it's still saying 11.1.0 there then make sure you have steam set to 'Always keep this game up to date' ticked in (Right click on game) Properties -> Updates If that is already set then you need to contact Steam customer support as I don't know why your game wouldn't be updated.
