Manager rep not increasing in downloaded league

I am managing Auckland City in the New Zealand league and have won the league twice and the Oceanic Champions League twice. I realise that this would not increase my manager reputation much but it has not gone up a single bit since the start of the game. This has stopped me getting jobs in other countries as I try to complete my challenge. On FM10 I won roughly the same and easily moved from New Zealand to Australia but when I declare an interest on FM11 in an Australian job it is laughed off. Interest in Mexican and Brazilian 2nd division jobs is also laughed off.

Anyone else noticed if their reputation has stood still at the start of the game?
