Wiitastic
is it because the players agent has advised you that his client doesn't want to bargin a contract with you ? check up the top where the players agent is.
Doc5150
Could be cos you are not allowed to offer the wages the agent is looking for. Try lowering your offer see what happens. Happened to me a few times & ive either had to offer less with more add ons or changed his status to key player to release extra wages.
underwater sunlight
look at the individual clauses in the contract (basic wage, signing on fee, etc...) if any of these are highlighted in red it means your board will not allow it meaning you will have to modify that before the board will sanction the offer
trekman
Have a look at his transfer status and make sure he's not listed for transfer. I had this problem with a player and couldn't figure out why I wasn't allowed to offer him a new contract and noticed that he was listed for transfer when I took over the club. Removing him from the transfer list allowed me to offer a new contract which he accepted.

Swedezinho
Maybe he isn't interested in joining your club so does not wish to negotiate with you.
