Why can this guy not get a work permit?

So I'm trying to sign a 26 year old Egyptian midfielder for free at the end of his contract, however his Work Permit is being turned down, even on appeal. This is frustrating as I don't know why. He has played in 3 of Egypt's 4 competitive internationals this season and in total has 70+ caps to his name.

I just don't understand why I can't get a WP?

Where are Egypt in the international rankings. Iirc, if they aren't in the top 75 of the international rankings then he won't get one .

I have no problems signing players from Egypt.

its because where the int apps are concerned its 75% of the last 17 competetive games i think. so obv 3 out of 4 games dont count buddy.

sorry bud i didnt see the last bit bout 70 games lol but maybe alot of them are non competetive games.

I'd guess that would be the reason.

Really wish when a player didn't get a WP FM told you why :/
