No squad numbers assigned to Bundesliga players? Is this a bug?

I started a game in Bundesliga with Bayern Munchen, patch 11.1. To my big surprise, I noticed there are no squad numbers assigned to any of the Bundesliga teams. I checked the editor and Bundesliga says it uses squad numbers. Also, all the players from Bundesliga have numbers assigned in the editor, but they're not showing in the game. Is this a bug or what?

In the squad numbers section, all the numbers from 1 to 28 are assigned to players from Bayern reserve team and they can't be changed. I can't give number 10 to Robben, or 7 to Ribery because they aren't available.

Also, some inactive leagues in my save like the Belgian or Romanian leagues use squad numbers for their players.

I have the same problem, you can only change them in your own club in other teams are automatically assigned 1-28 to the B team
