Editor is the best bet. No doubt someone on the editors forum will have plans to release a data edit for German leagues.

I think the German league no longer goes down to the regional divisions. I might be wrong though but I think this is how it was on FM10 at least.

You can do that rather easily by using the editor and creating a nation rule, where you can activate the German Fußball-Regionalliga with its 3 leagues Nord/Süd/West. For a step for step instruction you might want to try the editor forum, if someone there is willing to explain it in greatest detail - but the basic functions in the editor should be self explanatory and there's an easy to use wizard hidden behind the "Add Nation Rules" button.

If you're looking for a more intense German lower league experience, you might want to head over to the Meistertrainerforum where some users created a 5th tier with 27 Verbands- & Landesligen for FM10. This year's thread has already been started Deutsches Amateurligen-Projekt 2011, but a release will take some time longer.
