Steam!!!

Make sure there is a shortcut to Steam on your desktop. Right click it, select properties. Under the compatibility tab, make sure "Run this program as an administrator" is not ticked. This is only on vista or windows 7. Windows XP has no administrator setting.

Also, if it is not ticked, try ticking it :)

Well, I'm clutching at straws now. You could try going into where the game is installed, which would be:

Program Files/steam/steamapps/common/football manager 2011/data

then delete a random file. skins.fmf or media.fmf or something

then do what i recommended before. Right click the game in Steam, click properties. Select the local files tab. Click verify integrity of game cache

Clearly you either have a corrupted installation, whereby the game hasn't installed all of the critical files. Or, there is some error with reading the files. If a verification of the game cache isn't coming up with any errors, then i have to assume theres something causing the reading of the game files to mess up.
