Youth System - Developing you own

I am in the 2010/11 season with Hull City. I am starting to develop a yo-yo reputation and am currently second bottom in the Premier League. I have decided on a long-term plan for the club and this is heavily reliant on my youth system and developing my own young players.

Does anyone have any tips on coaches or methods that would be of use to me?

How do I go about in creating one of the best youth systems in the country?

It will be an obvious problem for Hull because I think you'll need Reserves and I essentially do away with Reserves and after a couple of years, your Reserves are actually your Under-18s which is a double-edged sword for a not-so-rich club.

What is vital is that you get training and youth facilities to 20 or close to it as soon as possible. The former makes a massive difference while the latter isn't a requirement, but it means that in order to have any youngsters coming through that will eventually make it into the Premiership or top tier, you'll need to scout manually.

Each regen date, I highlight all under 16s and send my best scouts out to watch them all twice. The ones I think look good I try to sign in January, assign them mentors, and the following season try to send them out to my feeders.

The GK probably won't displace my other 3 but will suffice for a mid-table team. He's on loan at PSV and first choice there, so hopefully someone will come in for him.

All three here came to me as 16 year olds. And yes, it's much easier with a near-unlimited budget, but I'm now in 2015 and maybe half my first-team squad is regens already - I bought no one over the age of 17 in the close season. Sometimes you have to pay £1-2M for a decent one especially if he's at a small club and already getting first team action, but I've signed several for 20k-100k who are now knocking on England's door.

Of course, for every one in my example there are 3-5 that don't make it, but that's football.
