Should I be able to run 3D on high detail?

AMD PhenomII X2 3GHz

4GB Ram

Radeon X1950XT 256MB

Windows 7 64 bit

Latest drivers (flushed old drivers last night and re-installed 10.2 Catalyst) installed. Catalyst settings all left at default.

Problem I'm getting is the 3D is extremely slow and jerky on high detail, but runs incredibly smoothly on medium and below.

I've tried the usual trick of running in full screen, switching to windowed (still as jerky) and then back to full screen again (still as jerky). I'm at work at the moment, so cannot upload any dxdiag data, but is there anything that sticks out from that lot?

On that setup no. It would be mainly due to your graphics card that you will suffer. Try turning off a few details like outside scenes and crowd. You might get it working better but not fully set to high.
