Reasons your player won't get a work permit

Hilarious situation (for me anyway ). In this network game my friend signed a player 4 seasons ago, and only realised he didn't get a work permit after he had signed. Said player was then sent to Belgian affiliate to get a work permit. He also tried offering a new contract each season in the hope the WP would be re-applied for and somehow approved.

So 4 seasons have passed and my friend was livid he couldn't get a work permit, and I took a look at this player. Under Personal there was a comment "Cannot speak basic Dutch or French". Apparently that is a criteria for Belgian citizenship and that was why he couldn't get a WP. :D

First time I've seen this reason given. Anyone else encountered this?
