I have noticed that forwards I'm looking to sign often have much higher ratings in Spain than when they play for me in Serie A, but that might be my tactics? I've notices that when players I've previously managed go and play under a new manager, they often pull in better ratings. Which annoys me as it means I'm not using them to the best of their ability.
