Why won't it let me appeal against turned down work permit decisions?

I'm in my fourth season (2012-2013) in MetalGuitarists update. Playing as Manchester United, I bidded for 2 Brazillian players, one 16 and one 19. They both accepted their contracts, but work permits were turned down. In their scout reports it said they had a good chance of being accepted on appeal, but there was no option to appeal. I thought it might have just been a glitch, so I bidded for both of them again, and the exact same thing happened.

Does anyone know why it's happening or how to prevent it from happening? It's outside of a transfer window, but I didn't think that usually stopped it from happening :confused:

I'd have thought the 16 year old would be because he can't actually move yet.

That was it, thank you. They aren't a feeder team on the update, so I used FMRTE to make them one again, and it worked.

If you sign them near the deadline, there is no time for an appeal so they wont be allowed.

Is it still the case that you have to have a feeder team to appeal? I thought that was changed
