Selecting a player for National Squad

Have recently taken over as manager of scotland and have come across a lad from uruguay who has scotland listed as a second nationality, but i can't add him to my squad because he is already in the uruguay squad (but has never been capped by them)

I really want him in my squad as he is a lot better than what i have available just now, so does anybody know how to get him to play for scotland?

Add fake manager take over Uruguay, drop him then select him for Scotland, assuming he's not decided to only play for Uruaguay.

Of course a better way, though not sure it's possible, would be for the game to make it possible to interact and persuade him to opt for Scotland.

Or wait for Uruguay to drop him without a cap, e.g. through an injury. Assuming he hasn't already declared for Uruguay, that is.

Player interaction should be implemented in such cases imho.. Really annoying when a player that could be your Belgium NT starting line-up forward is constantly in England u21 squad.
