Is there a way on the game to turn off transfers and just let the teams play with the players they have now?

Only for the first transfer window disabling the allow budgets for first transfer window tickbox when starting the game.

Although you can give a transfer embargo to all clubs, or as many as possible, in the game. You can do this via the use of edt files or the editor.

I think it would be good to have something like this in the future. Could be a tick box "No Transfers" underneath the "Use Real Players" tick box on the game start up menu but at present you can't set it so there are no transfers.

If you want to, say, fast-forward to now from the start of the game, you can load a league like Sweden and set the game to start in Feb 2010, meaning no transfers for the first 2 windows.
