I'm pretty sure the higher the experience the more is expected of you.

Experience defines how non-human characters respond to you. Basically how every single AI character that isn't you or another human player views your ability.

Past Experience simply chooses a level of Reputation for your "character" and Reputation is a value given to all characters including clubs and leagues to define how "important" or "quality" they are, and is then used in all manner of calculations like player reactions, CA gain, your "wanted" level by other clubs etc.

Reputation is a key value for all characters and impacts the game in many important ways. Past Experience lets you either build your own Reputation through success and behaviour, or start off at increasingly higher levels of Reputation.
