Dregganor Posted June 2, 2010 Share Posted June 2, 2010 I'm pretty sure (and someone correct me if I'm wrong) that some nations just decide to pick their new manager instead of asking for applications. I don't think this happens all the time, as I've had opportunities in different games to apply for Italy and in some games I haven't been given the option.
