Signing Youth Question

I found a couple regens in France who are promising and are 15 years old. I'm on their favored personnel list and I the team always accepts my offers.

However the players never accept my contracts. They are making 5,000 a year and I'm offering 100k, all kinds of bonuses, and first team position. I'm in the top 200 rankings for clubs with top training facilities and have won multiple national cups.

They just keep signing with their original team, and those teams aren't even in the lowest active French League (cba or something?)

One player's team is his favorite, but the other isn't and he still won't come.

Any tips?

this usually happens when the players have signed a pre-contract with their club which hasnt come into affect yet. so every time you offer them a contract it will just say they have signed a new deal with their club. i can't remember if it says the date they will sign on their profile, possibly under contract. but you will have to wait until they sign it to get them
