Sometimes why does my Team Settings button disappear?

Hi all

Have a bit of a problem. Every now and then, my Team Settings button disappears. Every time this happens I cannot offer players new contracts or to other clubs. I do that, but weeks later still nothing has happened.

Once I quit the game, reset it and team settings is there... offer them a contract and they sign it.

Its realllly annoying...
