Reserves Squad not in a League...can i change that?

I'm in my second season with Werder Bremen in the German First Division. Werder II, my reserves squad, is not in any competition and has not been in either of my seasons, so the only way to give them run outs is to schedule a friendly a week for the entire season, which is rather tedious. Is there any way i can get them into a league? I think the reason they are not is because i did not choose enough playable leagues in germany when i started the game, but i'm hoping there is a way to get around this after the fact. If not, my reserves squad is somewhat pointless. Thanks for any help you can offer.
