Why FM2010 do not have U17 World Cup?

Just like the title say, I think the tournament is not being held anymore but I searched the wiki and I found in the real world, the tournament is still going.. So why in FM2010 there isn't in it? Nor the U17 Quals for every continent.. I also see the record from Brazil and it is being stated there that the U17 World Cup is one of the tournament in the record. Why is doesn't there anymore?

My guess is that the game does not generate enough U17 players to hold a viable international competition.
