Staff should help signing?

I was just thinking, shouldn't when you have about 4 members of your staff of the same nationality help you sign players with same nationalities as them, for me I've 1 Argentinian assman and 3 coachs , and i was really hoping they will help me sign some Argentinians (not high-leveled ones of course), don't you think the players should feel comfortable when a large portion of the staff is from their country and accept to go to that team with good wage (they are not accepting any wages)? Come on, the Egyptian League is not that bad
