How do you encourage youngesters to go on loan?

Signed a great 18 year old as a hot prospect.

I understand he might not want to go on loan immediately as sometimes the players are like that.

But it's gone to the next season and he still keeps saying he has no intention of going on loan to so and so. He's never played a professional game in his life. And it's a wide variety of clubs he is rejecting from Juventus to Stoke to Serie B clubs.

Any way I can persuade him to go, or is he just going to have to spend another year playing for the Under 20s?
