For scout scouting big region (such as Central Europe), by the time he finished scouting Spain, he would probably lose some knowledge about Germany where he scouted 2 months ago. Also, you can't have that many scouts anymore. I think the maximum is 9 unless you use editor or FMM to add more than that. 9 Scouts are definitely not enough to even get pass 80%.
