But before it's taken I usually get this message "the keeper complains the ball isn't on the spot".

Now the ball obviously is on the spot so I can only think that this has been written wrong in the commentary?

It's just something that a goalkeeper does sometimes to try and waste a bit of time and put off the player about to take the penailty

How is saying the ball isn't in a certain position ever going to help though?

Well, if he complains and the referee agrees, the attacker has to go back to the ball and replace it, therefore possibly upsetting his mental preparation before taking the penalty. It's just mind games

Complaining to get the player out of his concentration. Works rarely, but doesn't mean keepers don't try it.
