did si create the tactic creator because most people who buy the game play with big clubs

i am only asking because playing in the lower leagues non of my players are good enough to play any pre programed position

They are good enough, for their level.

If you check the highlighted stats for, say, a Winger in the Blue Square South, the highest stat may be 11 or whatever, but the players in that league are the same.

It's all about comparison.

I'm also managing in tier 10. I use the wizard all the time. For roles, the wizard still helps you decide if your player with ratings under 4 is better as a defensive midfielder or central midfielder, for instance. It also helps set up your tactics in a simple and logical way for lower league. It's equally valid at all levels of football.
