yes, quite easily just by opening the editor and activating promotion and/or if you want it, relegation, from the regional premier divisions.

You need to promote 6 teams from there as that is the same number as relegated from BS N/S combined

so set each regional division as having 1 auto promo place, and set a playoff for the next 4 teams in each of the 3 regions (equals 6 places).

you can also use the editor to change the name of the team you want to manage, the ground, and the chairman etc (all of which i did before creating a game)
