Is this a bug or just bad luck

I've been Notts County since season one and i'm now in 2024. Basically i've maximized Meadow Lanes capacity to 31,000 and for the past 6 seasons i've asked for an upgrade and the board agreed only for the council to refuse the expansion. If this was the case would they not apply to build a new Stadia, or could the fact i've never won the Premiership or Champions League hamper me or is it a bug.

I wouldbe playing on 10.1 as i've had this game since Mid December.

I think from using editors on previous versions i think theres a max spectator value? if that makes sense, which slowly increases with success etc. so say that for you, now, its around the 36000 mark theres not much point in building a new stadium? from the 'boards' point of view. Also, ofcourse, money is a huge factor.

in an 09 villa game I asked for the board to expand villa park beyond 55k, when they constantly gave the council excuse I gave them a billion to build a new stadium, they still didn't which is linked, i believe, to the directors 'ambition'

Takes a long time to build up the 200m or so required for a new stadium.
