If not, but he is already an exceptional prospect, he should get a work permit on appeal. If those don't work, you'll need a Belgian feeder club. What he means by that is you sign him anyway even if the work permit is denied, and then send him out on loan to Belgium for (I think) three years, which will make him eligible for Belgian, and therefore EU nationality and therefore he'll be able to work in the EU (which of course includes the UK) so he won't need a work permit any more. You'll usually be made to get English feeders first. Also, you can't really get foreign feeder clubs for passport purposes unless you're a top-ish club. So if you're managing in League Two and you have no feeders, even if you got a couple of feeder clubs in England don't expect to be offered a foreign feeder club.
