I know what you mean, on previous FM's you got a news message in your inbox when another Human manager signed a player, but its not doing this on FM10 for some reason. I know on the last patch you could subscribe to the human players team, but that showed you every player they made bids for,every bit of tranfers they were doing it would tell you on the news page. They have fixed this with the latest patch, so other user's don't know who you are bidding for all the time. And even still before the latest patch, you had to check the news page to see who they had signed. You never got a message saying they had sign 'player a' like on previous FM's online. Edit: Only thing i can think for you to do to check who they have signed, is every week or so, click on your friends team and click 'Transfers/History Tab' & It will show you there who they have signed.
