Amateur to semi-pro in minor countries

Hi guys,

I've been trying to get Andorra's CE Principat up the ladder, but for that I need to go (at least) semi-pro. I've been kind of ruling the league for about 4 years with an amateur status and about 500k to use. It's nice to see that my finances are expanding, but I can't build on until I can spend it. Some other clubs can in fact offer contracts, so it has to be possible.

Has anyone experienced this before and can he (or she) tell me what I need to do to be semi-pro?
