Scout reports not showing

Ok,I am playing as spurs and decide to send scouts out to the main leagues in europe which are playable and after 2-3 months,guess what - NO REPORTS of any players. This cannot be right as I have never had this problem before. The only scouts who show reports are the orgininal that started with the game but the scouts that have reported nothing are new to the club and the stats for scouting are 17 and 17.I am scouting the top leagues in Italy,Spain,Holland and Scotland

Can anyone explain if I have done something wrong,need to change anything or is it a bug.
